Instructions
Preheat the oven: Preheat the oven to 375°F and grease a mini muffin tin.
Mix dry ingredients: In a large bowl, whisk together the flour, baking powder, garlic powder, Italian seasoning, and salt.
Combine wet ingredients: In a separate bowl, whisk the milk and egg until combined. Add to dry ingredients.
Add cheeses and toppings: Fold in the mozzarella, Parmesan, pepperoni, sausage, and bell pepper if using.
